Ok i want to charge 4 pound for delivery to Leicestershire and Coventry and 6 pound for rest of UK, i have set both of these in the shipping and handling section but when i checkout on my store it automatically sets it to Leicestershire and Coventry and doesnt give me the option to change it? why is this?

I think you need to work with Actinic Support on this one via http://www.actinic.co.uk/support/register.htm (or via phone if you have Actinc Cover).
Problems like this are tricky to advise on unless we can see how exactly you have set up your zones and classes in 'Business Settings | Shipping and Handling'
