Surcharges settings for foreign clients

Hi. When a french client choose "pay at delivery", I apply a surcharge based on payment method. I would like to apply a different value for foreign client. Is it possible and how ?

Hi,

I'm afraid that you can only restrict discounts by payment method and/or customer accounts and not by the shipping destination.
