Google Adwords Problem

Can anyone help ?

I have my adwords tracking code in Order 03 page and act_receipt_primary.

Unfortunately this only works for paypal
It does not work for my other payment provider (they don't direct you to these pages)

Is there somewhere else I could put the code ?

Only cc details collected on your site use Order page 3.

All PSP use Order page 1 (invoice address) and the receipt page. page 2 is only used if you have a seperate delivery address.
