I get bounced back to catalog page when trying to check out from shopping cart

I cannot get to the check-out pages from the shopping cart when logged in. I just get bounced back to the page prior to going to the shopping cart.

I have the following settings; We do not allow customers to order if they are not registered (logged in).

"Allow orders from customer accounts" is checked.
"Allow orders from unregistered customers" is unchecked.
