Section Layout Problems

I am having problems with subsection layouts. I have attached two pictures one that shows a section that allows me to set the column counts for subsections and one that doesn't.

Bearing in mind that they are both on the same level and both were created by right clicking and New Section I can't see why they should both be different. Version 8.5.

I have no idea why this would happen. If you have already tried compacting your Databases and this has not helped, I would suggest raising a support ticket as we will have to see a snapshot to determine what happened.
