Test mode and seo

I would like to upload my current site in test mode whilst upgrading what is the best way to keep the SE's from spidering the test content and having a negative effect on my current sites rankings?

1 <meta name="robots" content="noindex,nofollow"> add this to the overall layout

or

2 create a robots.txt file with the following content

User-agent: *
Disallow: /
