Terms & Conditions

In our latest project the terms & conditions popup is for some reason displaying the index brochure page. We have designed custom outer layouts for brochure & content pages, it looks to me as if the popup is using our brochure layout, but we have set the overall layout as a content design, any ideas?

Ok, we've sorted out the outerlayout problem, but it's not displaying all the terms & conditions info. All we're seeing is the details under 'making a purchase' and 'reurns policy'.
