How do I open link in new window?

I have searched with as many keywords as I could think of, to no avail, so I shall now pose my question:

Using the built in 'Link' facility in fragments, how can I get the destination page to open in a new window?

I am linking to a pdf form and so I want it to open up in it's own window in order that once the form is submitted and closed by the user, my underlying website is still present.

When leading users to a new page often good policy to let them know a new window will be opening... you can do this with the title="" attribute
