Credit/debit card types on the test site?

When I try to go through checkout on our test site, there's no credit/debit card type to select – the drop-down list is empty.

But Business settings > payment and security > configure methods is filled in with the same cc/dc details as we had on our v7 site.

Is this a security feature of the test site, or is it a problem. If so, how do I solve it?

I need to test the process of buying our digital downloads.

I don't quite know what I did while I was trying to follow the instructions in that thread or how it worked, but it worked.
