Fragments Top and Bottom of Top Level Page

Please see my screenshot attached.

I basically have 2 fragments on the top level page and I want one fragment to stay at the top above the section list and one fragment to be at the bottom of the section list.

One way...
You could create a Variable with scope of Section and then include that in the outer layout just below the InnerLayout and define a Blockif around it to determine if this Variable is diplayed or not dependant on it's content. You can then add html into the Variable creating the same effect as your fragment. The Variable content can then be different for each Section.
