Could be Vista depending which version you're running.
You should be running v8.5.1. Also see this thread:

I have been following this thread.

I am also receiving the same error and also have Vista running as OS. When compiling the site for upload, I receive an error stating that the SiteHTML directory in the Users folder could not be located and the program crashes whil generating the actinic.css file.

I am beginning to wonder if this is a compatibility problem with Vista. Any ideas, anyone?

I have mentioned somewhere actinic is not 100% vista compatible.

Can i make a suggestion if you have a vista m/c turn off the user account control settings and see how you get on
