Designing emails in HTML

Good Afternoon,
Is there any way of designing emails in HTML in Actinic or are they only available to design in Plain text - I wanted to create an email with our Delivery instructions on but would prefer it to be in colour & bold lettering.

Or can you designing it in Dreamweaver of Front Page and import it into Actinic?
