Fragment placement in shop pages

I have serched the forum on this and found a solution for v7 but the search has been in vain for v8.

When adding a fragment to the STORE / SECTION TOP (i.e. adding a fragment to the 1st entrance store page) the fragment automatically gets placed at the bottom of this page.

How can it be placed at the top??

In v7 it seems that the solution is within Design > Design Options... but in v8 this option isn't given.

Swap the settings for Bottom / Top Sub section list.
