How many fragments?

I am creating a website where the some of the pages will have various different elemnents on each page and I was just wondering am I better off doing the entire layout for the inner content in dreamweaver and inserting the code into a single frragment or should I do it as several fragments?

Or is there a better way still?

Several fragments, much easier to go to specific parts on the page by selecting the fragment then, rather than going to one fragment and scrolling/searching for ages.
