Fragments above sections

How do I get fragments above sections and product lists?

You can see from this page that I have fragments after the product sections but I would like one at the top with a short bit of product information. I have tried dragging a fragment to the top but it just returns to the bottom.

If anyone can help me with what I think should be quite straight forward. It would really be appriciated.

Hold the Shift key down then drag the fragment in the tree and drop it on the bottom product.

I tried that. It didn't work. I am trying to tag it to a section that has subsections so it would look something like:

Japanese Weaponry (top section)
TEXT I WANT HERE
>Katana (sub section)
>Wakizashi (sub section)
>Yari (sub section)
Japanese sword history (fragment).

I can add more fragments to the bottome of the sub sections but not at the top.
