Actinic crashing at checking account data

This ones got me pulling my hair out..

When uploading actinic crashes at the very end of checking catalog - account data.

The original error message was CiceroUIWndFrame
the instruction at referenced memory at 0x5ad71531 referenced memory @0x000000014 the memory could not be read.

I've dealt with the Cicero issue before and disabled advanced text services in language regional settings, this remedied this issue but still left me with the memory issue.
I have compacted and repaired in both actinic and access, imported a snapshot into another machine to see if it just a local issue, however the error is carried with the snapshot.

What is account data?
Any suggestions?
