Customer Accounts Payment Options

I want to set up a site so that account holders will have to pay by credit card for orders under £300 but can have the option of paying by card or on account for orders over £300

Am I right in thinking the way to do this would be to use the Discounts and Surcharges Settings, setting the discount to £0.00 and using the Restrictions tab to set the payment methods?

If I create 2 discounts, one set to be triggered at £0.00 (payment method set to credit card only) and the other set to be triggered at £300 (payment method options of credit card and Invoice With Order) - would that work? Or is there another, simpler way to do this?
