What is the default session length when a user logs into an actinic website? Can the time for inactivity be lengthened or shortened?

Do you mean login expiry or cart expiry?
the latter s managed by Web > Configure Expiry Periods
I would imagine login expiry is dictated by the user's own settings on their PC/browser
