file permissions - 777 v 755

I've been looking through the various posts on this subject and can see the recommendations from actinic and what works etc.

My query is about the 777 - isn't this unsecure in that anyone who manages to 'get in' can makes mods?
Seems odd that 755 isn't universal across the site ...

In most cases 755 for acatalog is fine. I run with 755 on bith cgi-bin and acatalog omn 1and1 for example.
