Link not working in Brochure page Fragment.

I created a new fragment on the brochure page and set up a link within the Fragment Details/Links option. The Link checkbox has been checked, the Link Text entered and the URL entered.

However, the selected text does not become a link when the page is previewed in a browser. Could this be because I'm just evaluating Actinic at the moment?
