Network Setup greyed out

I am using Actinic Designer (v8) and have create a site for a client using 'Design | Deploy Site Snapshot'. The client updated the site and ran into some problems. I suggested that she give me the latest snapshot and I would take look.

I imported the snapshot back into Designer and realised that the 'Network Setup' option was greyed out.

I checked that I was not in Test Mode and even switched to Test Mode and back for good measure but still the Network Setup was greyed out.

Anybody have any suggestions please?

Check Settings | Business Settings | Options > Allow on this PC
