On my test site the progress bar on the checkout pages is blank and just a white box.
Is the progress bar a image?

The bizarre thing is i cant get a properties on the progress bar to see what image its using....Comment

I do have the bar switched on but its just blank.
I'm using the design wizard....
I've tried switching it off and back on without any success.

There are added via the stylesheet as a background image cpi-background.gif .. ensure they are in the site folder and you have not edited out of actinic.css checkout-progress-n which adds the styles depending on the page.
The layout itself can be found at the top of each page .. page 2 looks like

at the top of Order 02 Bulk Area
