W3C Compliance

Is there any way of making an Actinic system completely W3C Compliant i.e entirely pass the tests on the W3C validator? either Actinic v7, v8, or v9 would do.

Has anyone done this, or know of anyone who has? We would be very interested in speaking to them (and possibly engaging their services).
