Thanks Tracey, it does seem that the Stock Control mole is the most comprehensive answer. It just struck me that some basic means of preventing customers from over-ordering or at least alerting them to the possibility, should be included in the standard product as an option or checkbox somewhere, rather than have to add it in yourself via Javascript, special layout code or bought add-ons. If you are still processing card details yourself it's no great shakes to send the customer a revised receipt with apology and put through a reduced amount on the card. Although there is always the niggling doubt that the customer may have chosen you as supplier because your site let them order 10 when other sites wouldn't, so you kind of got the business on false pretences. But with these new guidelines and the move to get us all to use payment gateways it gets trickier as you then have to go through the refund process. I would assume that any average punter, not up to speed with the workings of Actinic, would just expect that "hey, it's let me order 10, so they must have 10 in stock".
