Stale Lock Error Message

Can anyone tell me what this error message means on my error log?

Stale lock - forcing removal of ../htdocs/acatalog/193Z109Z51Z228A1220546324B68295.session.LCK

A lock file is created whenever the cart contents are updated or an order placed. Usually they are deleted straight away as soon as the action is completed. If there is any problem with deleting them straight away they are marked as 'stale' and deleted later on.

Would the existence of these issues cause time outs / very slow performance from Actinic for the user whose cart wasn't being cleared?
