Fragments at the top of a section

How do I get the fragments to appear above the sub sections?

For example here I want the explaination before the products.

If I try and drag them around they always end up at the bottom.

I've done that and it returns a lot of threads. There is talk about changing the top and bottom fragment layouts and creating new fragment layouts but nothing really struck me as being the answer. Can I have another clue please?
