How to change text on button

hi -

I have a button that currently says 'Terms & Conds' on it.

I think the code controlling this button is as shown on the attachment.

I would like to know hoe to change the 'Terms & Conds' to something else.

'Terms & Conds' doesn't seem to be any text under Design | Text that I can use, and if I go to Design | Library | Site | infoText and change the Initial value and Top Level value there to what I want the button to say, this doesn't have any effect.
