CGI-BIN Permissions

Hi guys,

I'm running WAMP Server on my home PC and have ActivePerl installed for dev purposes, however when trying to upload to my localhost, it says that I can't write to CGI-BIN. Now, obviously I've tried to change the permissions on this however it doesn't allow it. I've logged into my server via FTP (Setup using Daemon FTP, using FileZilla) and it just says "Cannot perform operation" when trying to set it to CHMOD 777.

I don't understand why it's a file on MY machine? Why won't it let me change it!
