It's safe to delete everything inside SiteHTML. Actinic will recreate just what's required at the next Refresh. Then you could see which (if any) files contain that filename.
I don't think that Actinic will upload this file unless it appears on a page's HTML. I looked for it on other live sites and it isn't there.
