Links on page to scroll down

Is there anyway in actinic on brochure pages, to have links at the top of the page that simply scroll down to the appropriate fragment on that page when clicked?

Yes, 'page anchors' are what they are called, there will be tutorials on the web explaining them. Actinic also uses these to take you to the correct product on a multi product page.
