Developing in test mode

I was wondering if it is ok to continue to develop our site whilst in test mode?

The reason is we are ready for our bank to view the test server, but have no idea when they will do it, so I want it up and live until they contact us.

in the mean time i want to continue adding products. obviously the site is not live for customers yet.
