Can't change Select state/province if applicable

Ive gone into Design text / Web (shipping) and changed the Default Value for the Select State Drop Down text to just: Select Area (as this list has been modified to just UK areas) but its not changing it.

Any ideas people?

Close actinic and then restart it.

It wasn't a joke, many things on the checkout only refresh after a restart.
