Turn on/off purchasing ability?

Hi, I have someone who wants a website that initially does not have ecommerce online purchasing ability, but at a later stage will want this. I could design a catalogue store in Dreamweaver and then use Actinic to design the ecommerce store. But if it was possible to do it all in Actinic, it would save work and time. If this can be done, what's the best way of going about it? Thanks.

to turn of buying go to business settings | ordering and tick suspend

or comment out the add to cart button and remove the checkout and shopping basket links from the nav bar.
