Can customers use a form online to create their own account?

The company I'm making a shop for would like it to be that people register and create an account online. And then that information be sent to the 'server computer' to be checked and activated.
This would mean the person can't buy until they have been authorised. Is this possible or do the accounts HAVE to be created by the company for the customer?
