Again I'm not sure it would suit all to separate designers and self-builders.
Some self builders create sites just as good as seasoned designers and it might not be appropriate to set them aside.
Many clients give designers very specific briefs and know exactly what they want, even if it goes against the designers wishes or better judgement, after all they're paying the bill. So it's wrong to simply judge a designers ability based on the technical and aesthetic features shown in a finished site. A good designer will satisfy his client's requirements for a fair price.
