Customer Accounts - is this possible?

Is it possible for Actinic to offer the following?

Step 1 : After login, customer clicks on my accounts and is shown a list of the different customer accounts they have.

Step 2 : Customer has options to control their purchasing restrictions etc and view purchasing lists.

Step 3 : After clicking on purchasing lists, a view of the different sections custom made for the customer are visible. Can the main account holder make their own purchasing lists?

Step 4 : In each purchasing list are core and non core items. If someone buys a none core item an e mail will be sent to the main account holder.

Purchase order number upon checkout

Also, I was wondering whether I could set up a customer account where the customer does not need to enter payment details and receives a purchase order number upon checkout?
