Removing as a Required Field Line 4 in Customer Account Details

Hi all

Hope someone can help.
At present when we are entering a new customer's details in the Customer Account address screen - the fields Line 1,3 & 4 are all required (i.e. have the red asterisk). We don't need Line 4 to be required but can't see where to 'switch this off'.
Any help appreciated.

Does switching it off in design|text make any difference?

I can't find it in Design l Text to switch off! Can you point me to it?

The normal address fields in design|text, i was guessing it might be linked to those.
