Inserting Layouts/Selectors from Library

I'm utterly confused by this software.

In my Design Tree, I have a layout called "CSS Section Link Layout". In my Library I have a layout that lives under "Section Links" called "CSS Section Link Layout". I made a copy of this and called it 'CSS Section Link Layout Tickets" as I wanted to add some additional text in my Tickets section.

When I try to insert or use "CSS Section Link Layout Tickets", it's nowhere to be found when I use Insert Layout from anywhere.

Is there a "noobs" guide to how this is all structured because it makes absolutely no sense to me. I find the user guide simply doesn't go into any kind of detail.

I want to create a slightly different product list layout based the current product list theme/template and obviously changing the code will affect all other product list layouts.

It will be in the selector(drop down list) for the section link layout on the layout tab of the section. You've added a new layout into an existing list. You appear to have missed that layouts are in selectors and normally you just select the option from the selector that you want to use. You've taken the complicated route. I'd have thought the user guide explains this part, it's a template based system you are using.
