Is there a way to import the site files from the server or off the old hardrive that has been recovered without having a snapshot??? I made a bunch of changes to the catalog and then lost the hardrive before having time to make a new snapshot..... Would copying the files from the site folder after the site has been loaded from an older snapshot work?

Take a backup of the entire Actinic directory on your new hard drive.
Close Actinic and copy the entire Site1 (or whatever your 'Site' folder is named) over the Site1 folder on your new hard drive - 'Yes to All' to replace the files - and you will be back to where you were.
The only thing that really ever changes is the database, which is inside the Site1 folder, unless you added new products - you no doubt will have lost the images and any associated extra files you have added - such as downloadable PDF files, etc. -
