I have recently upgrade from V6 Catalog to V9 Catalog and would like to add volume based discounts and money off coupons.

Is there any way of doing this is Catalog or do I need to upgrade to Business?

Are there any discount methods in Catalog I can use to get around this e.g. by weight?

Well you could spend about 3 years setting up permutations with different prices for different quantities, but we are only talking about a few hundred pound to upgrade. Either the upgrade is of benefit to your site in which case it's great value or it's not in which case don't bother. There is only a cart level discount you can do with catalog.
