Bug : Look up in external stylesheet

XP Pro SP2
links to 2 style sheets (actinic.css & external.css)

Right clicking a class or id created in the external.css file under design tab sometimes brings up the external.css into Notepad correctly but randomly loads the actinic.css which contains no reference to said class or id.
