Invoice Separate Delivery Address - Not showing

I have followed another thread on this topic but no joy.

I want to allow different shipping & billing address, but when i go to Design Text > Invoice Address

there is no check box available for 'Invoice Separate Billing Address'.

Although 'Invoice separate check status' is 'selected'

Plus the corrrect field shows in the design preview of the site. (act-order-0) - so it looks like the correct code is in the html templates.

This is the same with all my sites - even when i license a new site - i cannot see the option for 'invoice seperate billing address'

using business multisite v904 JFJA.

has anyone else had this issue - or am i being stupid with tax & shipping settings ?

I thought you set this on the tax tab of business settings? Unless i'm confused what you are on about of course.
