header on t&c page

a search company wants me to include a link on my T&C page to them. How do I go about inserting something either in the header or the footer, with an external link?

add the code to the T&C's text using the !!<< >>!!

Thanks but I am such a novice at this stuff and don't want to change something that is going to change the page! Do I go to Design / Library and get the page from there and do the inserting of the text and the link? I've been in there and got the Terms & Conditions page showing on my screen. I then click where I want to try and insert it but that's as far as I can get - don't know what exactly to do next. Hope that makes sense
