Calculating Tax before Shipping Added - USA

I have an american client that does not want to charrge tax based on product + shipping cost.

In USA the tax is only applied to cost of product (not shipping).

Does anyone know how to adjust this ?

Take vat off the shipping in business settings, you set what, if anything, is to be charged.
