Can anybody tell me what the w3.org URL is for in the layout code (above <html>) in the image attached? I don't remember seeing it before and its entered on all the page types.

I can't seem to upload an image as an attachment anymore, so here's the code:

That tells the browser how to deal with the code on the page and to flag certain errors depending on the type.
