This is the relevant bit from Ben yesterday.

Just to let everyone know we are a probably a day away from releasing a small exe that will automatically run the SQL scripts for you and change the VAT rate.

We are just double (triple) checking it and hope to get it out ASAP.

thanks for the link. I does not really seem to answer my question of how to run an SQL but I will look again, but what i want to know now is why actinic have not replied to that thread and why an SQL is needed now but was not needed before.

Actinic have replied to the thread, more than once (including the post quoted above by Mike). It also explains within the thread why the SQL query is needed.
