VAT disappearing when different delivery address is checked

Very strange this. All has been working fine up to the VAT change back to 17.5% - the customer did try and set it back themselves ...
The VAT charges look fine, but when you check the box for a different delivery address, the VAT element disappears.
I've been through the business settings (Tax, Advanced), and it all looks fine - VAT (Tax1) is applied to the UK tax zone by invoice address at default custom rate of 17.5% with no exemptions.
I've refreshed the site, exported it to designer and double checked everything I can think of in there, re-imported it back into the business client to no avail.
Can anybody shed any light on this bizarre behaviour?

I'm not sure why you're having this problem.

VAT should be charged by Delivery Address though. It's been discussed several times before, but in essence for consumer orders VAT is chargeable for UK and EU deliveries no matter where it's invoiced to, and vice-versa.

That change also appears to have fixed the VAT problem, although I've asked the customer to double check the process.
