Meta Tags and Descriptions not updating

Dear All,
Ver 9 Can anyone help me with this problem? Please..
I am trying to update my Meta description and meta tags, but what ever I do they will not update on the web.
I have tried changing a fragment as well and up loaded, refreshed the whole site, but the meta on the web stubbornly will not change. (I have refreshed the page)
Any ideas?

Many thanks, yes any fragment changes are changed, and all the code is there in the header area.

Fixed

I ugraded the softwear last night from the Actinic site getting the october patch.
Loaded it taking care to allow Vista to change settings, and it has now fixed the bug, new meta tags/descriptrions now showing.
