OCCUpgrade.ini number increment ignored

I'm just following the knowledgebase instructions on converting from Protx to Sage Pay but Actinic isn't applying the changes. I've incremented the number at the top of OCCUpgrade.ini which normally triggers changes, doesn't it?

I'm sure that in the past a message pops up telling me that the psp details are being updated but this isn't happening this time.

Any ideas? I've tried it again a couple of times but no success.
