Need additional file to be loaded every time

How can I do so an additional file be loaded every time I publish to web.
It does not work with "Additional files", when the file be loaded only at that time I add the file to "Additional files"

Does the content of the file change? If so, then 'Additional Files' should take it every time. If you are not seeing this, try pressing [Ctrl]+[F5] to clear your browser cache and force the page to refresh.

If the content does not change, why do you need to upload it?

File that I need to upload is the same all the time.
I use then for my psp Samport operation.
Some times the file will be overwritten by Actinic original file
and then I have to manually add the file again by ftp.
